- Important Note: For the German market, an EU Responsible Person must be appointed; technical documentation and DoC compliance statements must be retained for 10 years, and regulatory authorities may request access to them at any time.
Mechanical Safety Performance Inspection Requirements
1. Weight tolerance
Nominal weight ≤10 kg: Actual weight deviation ±2%
Nominal weight> 10 kg: Actual weight deviation ±2.5%
Weight marking: The engraving or printing shall be clear and durable (not easily wiped off or detached); the unit shall be "KG"; it is prohibited to use only "LB" as the unit of measurement; for paired dumbbells, the weight difference between the two dumbbells shall not exceed 1% of the nominal weight.
2. Drop impact test (mandatory factory inspection)
Unladed device drop test: 90 cm height, hard concrete surface; 5 consecutive drops; Acceptance criteria: The rubber coating shall show no cracking or large-scale detachment; the counterweight core shall not be exposed; the handle shall not be deformed or fractured; the bell plate shall not become loose or detach.
Adjustable dumbbell locking mechanism (suitable for adjustable models)
1. The locking screws, snap-fit fasteners, and gear locking mechanism shall be tightly assembled; under normal operation, there shall be no shaking, displacement, or automatic loosening; 2. After the locking process is completed, the unit shall be suspended vertically for 3 minutes, during which the bell plate shall not shift or detach; 3. Gear shifting shall be smooth, with no sticking or gear slipping; 4. All fasteners shall show no slippage, deformation, or corrosion defects..
4. Salt spray corrosion resistance test (metal handle bar, metal counterweight core)
Neutral salt spray test: 12 hours; Judgment: The metal substrate shall show no rust spots, and the coating shall not exhibit bubbling or delamination; stainless steel components shall be non-magnetic and shall show no signs of corrosion after the salt spray test.
5. Environmental weathering test (rubberized or rubber components)
High temperature (40°C ± 2°C): No softening, glue overflow, or severe deformation
Low temperature: 10°C ± 2°C – The rubber coating shall not exhibit any cracking or chunking.
Appearance and Assembly Inspection
1. Coated surface: No cracks, large holes, deep scratches, bubbles, or severe flash; the surface color must be uniform; iron filings or cast iron cores shall not be exposed directly. 2. Grip handle: The rolled anti-slip pattern must be complete, free of burrs or sharp edges, and must not pose a risk of hand injury. 3. Bell plate assembly: The bell plate must be coaxial with the grip handle, with no significant eccentric vibration; the external dimensions of each pair of dumbbells must remain consistent. 4. Printing labels: Weight markings and warning labels must be abrasion-resistant; after 50 dry wipe cycles, they shall not become blurred or detached.
Chemical Environmental Protection Testing Requirements (Key for German Customs Clearance & Supermarkets)
For PVC coated components, rubber, plastic accessories, and surface paint coatings: 1. REACH SVHC High Concern Substances List – concentration of each substance ≤ 0.1% (1000 ppm); phthalates are strictly controlled. 2. Heavy metal migration limits: lead, cadmium, mercury, and hexavalent chromium comply with EN713 limit values; prolonged skin contact does not result in the release of harmful substances. 3. Coated materials must not emit a pungent odor arising from the use of recycled waste; under sealed conditions, no strong irritant odor shall be present.
Major clients in supermarkets will request third-party laboratory test reports; prior to shipment, it must be confirmed whether these reports should be provided with the goods.
Packaging Compliance (German EPR + PPWR Mandatory Requirements)
1. All packaging materials (e.g., cardboard boxes, bubble wrap, adhesive tape) must ensure that the total content of the four heavy metals does not exceed 100 mg/kg; this complies with the PPWR requirements. 2. Excessive packaging is prohibited; the packaging void ratio must comply with regulatory requirements; all packaging materials must bear printed recycling classification labels. 3. The German EPR Packaging Recycling Registration Number must be printed on the outer packaging; failure to display this number may result in goods being seized or fines imposed by German customs. 4. Wooden pallets/boards: Must carry an IPPC heat treatment label; direct shipment of untreated solid wood is prohibited. 5. Outer packaging labels: Product model, net weight, gross weight, quantity, and destination – all must be clearly printed.
Product labeling and instructions for use requirements
1. Product body or packaging label information: – Product model number, nominal weight – Manufacturer information, name of the EU representative + German contact address – Safety warning icon (e.g., "Be careful to avoid falling injuries; keep out of reach of children, etc.") 2. User Manual: Must be available in German; an English version may be provided as an attachment; content includes safety warnings, instructions for use, maintenance guidelines, and end-of-life disposal instructions.
Essential Technical Documentation List for Export to Germany (one set per model)
1.Product drawings (assembly drawings, dimensions of key components) 2. BOM – Bill of Materials (part names, materials, suppliers) 3. Mechanical performance test reports (drop test, locking test, salt spray test) 4. REACH chemical testing report 5. Risk assessment report (EN ISO 12100) 6. DoC – Declaration of Conformity (signed and stamped by the manufacturer) 7. German-language user manual 8. EPR registration certificate and IPPC certificate (for wooden packaging); all documents shall be retained for 10 years; the German market regulatory authority reserves the right to request access to these documents at any time for review.
Factory Outgoing Inspection Sampling Plan
1. For each shipment batch, conduct a sampling inspection at a rate of 3‰, with a minimum sample size of 3 pieces; priority shall be given to inspecting the locking mechanism during sampling. 2. Mandatory inspection items: weight verification, visual inspection, locking function test, drop impact sampling, and labeling printing. 3. Non-conformity determination: If any of the following conditions is detected – rubber casing cracking, loose counterweight, or weight deviation – the entire batch shall be immediately deemed non-conforming and returned for rework.
Prohibited activities (German market red line)
1. Claiming medical rehabilitation or therapeutic efficacy may trigger stringent MDR regulations; the use of medical promotional language is prohibited. 2. It is prohibited to omit EU responsible person information or to export products to Germany without EPR packaging registration. 3. Sharp edges or burrs are prohibited to mitigate the risk of personal injury.
